2. Binance to restrict transactions involving HTX and 10 other platforms from Aug. 23 (Compliance)

3. CFTC reportedly reviews "mention markets"; Kalshi pulls sports contracts (Prediction markets)

Summary:

NPR reported late Aug. 13, citing two people with knowledge of the matter, and other outlets followed on Aug. 14, that the Commodity Futures Trading Commission is reviewing prediction-market "mention markets" — contracts on whether a person utters a given word — because outcomes may be unusually easy to manipulate. Kalshi removed sports mention markets "until further notice" while keeping political and earnings-related markets live. Neither the CFTC nor Kalshi commented to NPR, and no public enforcement action had been announced. Designated contract markets may list only contracts not readily susceptible to manipulation and must maintain surveillance. The CFTC's Innovation Advisory Committee is set to discuss crypto, AI, and prediction markets on Aug. 20, with written comments due by Aug. 27.

II. Markets & Major Tokens

4. Bitcoin slips below $63,000 as cooler PPI fails to lift crypto (Markets)

Summary:

CoinDesk reported on Aug. 14 that bitcoin fell about 1.14% from midnight UTC, dropping below $63,000 to around $62,725, its lowest since Aug. 3 and wiping out last week's rally; ether was down about 0.73% to around $1,874. U.S. July producer prices cooled to 4.7% year over year, below forecasts, and equities rose, but crypto did not follow. 5. U.S. spot bitcoin ETFs post another ~$131 million outflow; ether and Solana products stay positive (Institutions)

6. Tether completes first full financial-statement audit; KPMG U.S. issues an unqualified opinion (Stablecoin)

Summary:

Tether announced on Aug. 13, with follow-up confirmation on Aug. 14, that KPMG U.S. completed a full independent audit of Tether International, S.A. de C.V.'s financial statements for the year ended Dec. 31, 2025, and issued an unqualified opinion. The company said reserves exceeded liabilities by $6.814 billion. The audit covered the balance sheet, income statement, and cash flows, including a physical count of gold bars, going beyond prior quarterly reserve attestations. A KPMG spokesperson confirmed the unqualified opinion under applicable AICPA standards. Tether said it generated more than $10 billion in net profit in 2025 and about $1.5 billion in net operating profit in the second quarter of this year. The review is the first Big Four annual-statement audit after a pledge dating to around 2017.

7. Neutrl pauses NUSD minting and redemptions after an undisclosed reserve issue (DeFi)

Summary:

8. Ethereum Foundation plans to drop Poseidon from the L1 post-quantum path in favor of SHA/BLAKE (Protocol)
