I. Regulation and Policy
1. EBA classifies USDC as the EU's first significant e-money token, with dual supervision from November 12 (Regulation)
Summary:
On October 14, the European Banking Authority classified USDC, issued by Circle Internet Financial Europe SAS, as a significant e-money token under the Markets in Crypto-Assets Regulation. It is the first of 45 notified e-money tokens in the European Union to receive that label. From November 12, 2026, direct supervision of own funds, the reserve of assets, liquidity requirements, and recovery and redemption plans moves from France's ACPR to the EBA. The ACPR keeps governance, qualifying holdings, fit-and-proper assessments, outsourcing, and conflicts of interest. The EBA did not say which of the seven significance criteria USDC met. Finance Magnates, citing Circle's quarterly results, put worldwide circulation at $73.3 billion at the end of June, up 19% from a year earlier. The decision covers USDC only, not euro token EURC.

Commentary:
From November 12, the reserves behind USDC listed in the EU sit with an EU-level supervisor, while the French license still covers the company itself.
2. French finance committee rejects the budget's revenue section, so stablecoin-swap tax amendments must be refiled (Regulation)
Summary:
CoinDesk reported on October 14 that an amendment adopted by the National Assembly's finance committee on October 7 would, from January 1, 2027, tax swaps from crypto such as bitcoin into MiCA electronic-money tokens at France's 31.4% flat crypto capital-gains rate. Crypto-to-crypto swaps are generally not taxable today; tax applies when holders cash out or spend. Chainalysis France chief executive Francois Volpoet said the amendment leaves USDT, DAI, and PAXG outside its scope. A separate amendment backed on October 9 would require disclosure of self-hosted wallets holding at least 100,000 euros (about $116,000), with fines up to about $11,600, and would extend the exit tax to crypto holdings worth roughly $900,000. The committee then rejected the revenue section of the 2027 budget by 31 votes to 3, so the amendments must be submitted again. A vote on the revenue section is scheduled for October 20, and the budget must pass by December 10. None of the measures is law.

Commentary:
The rate would hit the MiCA stablecoin swaps authorities can see, and the rejected revenue section means those clauses have to re-enter the full Assembly before they can take effect.
3. Dutch central bank grants an e-money license to 37-bank consortium Qivalis (Regulation)
Summary:
CoinDesk reported on October 14 that Amsterdam-based Qivalis said the Dutch central bank had granted it an electronic-money institution license, moving it closer to issuing a euro e-money token. The company must still meet remaining MiCA requirements, including publication of a white paper, and plans to distribute the token in the coming months through banks, crypto exchanges, and payment providers rather than directly to consumers. The consortium has grown to 37 European banks since it was founded in September 2025, including BBVA, BNP Paribas, ING, and DZ Bank, and has selected Fireblocks for digital-asset infrastructure. Under MiCA, e-money tokens must be redeemable at par at any time and cannot pay interest. Qivalis has not said which members will use the token or how much they expect to settle.
Links:
Commentary:
The license covers the right to issue; the white paper and member-bank rollout are still open, so the euro token is not yet a live settlement asset.
4. Turkish media: HEX and PulseChain founder Richard Heart detained in Istanbul (Enforcement)
Summary:
Daily Sabah reported on October 14, citing Ihlas News Agency, that Turkey's National Intelligence Organization and Istanbul police detained Richard James Schueler, known as Richard Heart, and his wife at a residence in Besiktas on Wednesday morning. The paper said the Interpol Red Notice was requested by Finland over high-value crypto fraud; The Block wrote that Finnish authorities are pursuing alleged aggravated tax fraud. The search seized more than a dozen phones, several laptops, graphics cards, rifles and pistols, two drones, gold bracelets, and a large amount of cash in several currencies. Outlets disagree on the cash total and the number of watches; The Block said some reports cited $4 million in cash and 64 watches. Daily Sabah also restated the SEC's July 31, 2023 allegations of unregistered crypto offerings that raised more than $1 billion and of at least $12 million misappropriated for luxury goods.

Commentary:
The public record is still Turkish press accounts of a police operation; extradition and a single inventory of seized property do not yet have an official statement.
II. Markets and Major Assets
5. September CPI rises 3.7% from a year earlier, Bitcoin falls below $82,000, and long liquidations top $208 million in four hours (Markets)
Summary:
The U.S. Bureau of Labor Statistics said on Wednesday that September CPI rose a seasonally adjusted 0.6% on the month and 3.7% from a year earlier, up from 3.4% in August. Economists surveyed by Dow Jones had expected 0.6% and 3.6%. Core CPI rose 0.3% on the month and 2.6% on the year, against forecasts of 0.2% and 2.5%. Gasoline rose 9.1% and accounted for about half of the monthly headline increase. CNBC, citing CME FedWatch, said traders put the chance of a rate hike at the October 27-28 meeting at about 54%, and the chance of at least one further hike by year-end above 96%. CryptoBriefing said Bitcoin fell below $82,000 on Wednesday morning and as low as $81,500, while ether slipped below $2,450, XRP under $1.33, and Solana under $105. CoinGlass data cited there showed more than $208 million of crypto long liquidations in four hours and more than $250 million over 24 hours, with total crypto market value close to $2.75 trillion. September producer prices are due Thursday.

Commentary:
The miss that moved markets was core inflation, and the October meeting went from a likely hold to a live hike in the same session.
III. Institutions, ETFs and Stablecoins
6. U.S. spot Bitcoin ETFs take in $175.6 million on October 13 as ether funds post a $24.8 million inflow (Institutions)
Summary:
CryptoBriefing reported on October 14 that U.S. spot Bitcoin ETFs recorded $175.6 million of net inflows for the October 13 session, with Alpha Finance and The Block aggregating the Bitcoin total at about $175.7 million. Spot ether ETFs added $24.8 million. Fidelity's FBTC took in $103.1 million. The Grayscale Ethereum Staking Mini Trust took in $16.7 million, about two-thirds of the day's ether-product inflow. A TFTC table of October 13 flows shows the same $175.6 million Bitcoin total, including $65.9 million into BlackRock's IBIT and $6.7 million into Morgan Stanley's MSBT. Spot Bitcoin ETFs had seen $487 million of net outflows on October 7 and another $244 million on October 8. Over the 30 days through October 13, Bitcoin ETFs drew about $2.06 billion of net inflows while ether ETFs recorded a $192 million net outflow.

Commentary:
Tuesday's inflow landed before Wednesday's CPI print, was concentrated in FBTC and IBIT, and did not replace the redemptions of October 7 and 8.
7. Strive discloses a 2,822-bitcoin purchase and $369.2 million of expected warrant proceeds (Institutions)
Summary:
Strive's Form 8-K, filed with the SEC on October 14, said that from October 12 through October 13 the company bought 2,822 bitcoin at an average price of about $83,266 per bitcoin, including fees and expenses. Over the same dates, traditional warrants were exercised for 13,674,703 shares of Class A common stock, for expected gross proceeds of $369.2 million. No traditional warrants from the PIPE remained outstanding at the close of business on October 13. The Block reported that chief executive Matt Cole put aggregate exercise of traditional warrants at 94% and holdings at 35,595 bitcoin, slightly above MARA's 35,577 bitcoin on Bitcoin Treasuries data. The same report said Strive proposed an initial public offering of 5 million shares of 15% Series A perpetual preferred stock, SATS, with a $100 stated amount per share, with proceeds available for bitcoin purchases, subject to market conditions.
Links:
- SEC — Strive Form 8-K dated October 14, 2026
- The Block — Strive buys $235 million in bitcoin as warrant exercises yield $369 million
Commentary:
The filing confirms two days of bitcoin buying and warrant cash; the 35,595-bitcoin total and the SATS offering come from company comments and reporting, and the preferred deal is not closed.
8. Kraken parent Payward signs to buy Lithuania-licensed Saldo Bank, with closing expected in 2027 (Institutions)
Summary:
Payward said on October 14 that it signed a definitive agreement to acquire Finnish holding company Saldo Finance Oy, whose subsidiary Saldo Bank UAB is a specialized bank licensed in Lithuania with passporting across five European markets. Closing is expected in 2027, subject to customary conditions including regulatory approvals. Terms were not disclosed. Payward said it already holds a Federal Reserve limited-purpose master account and an electronic-money license from the Central Bank of Ireland, and has originated more than $2 billion in loans. If the deal closes and approvals are in place, Payward Banking expects to offer interest-bearing deposits in Lithuania, Finland, Sweden, and Germany, plus a passport into the Netherlands, alongside Saldo's existing consumer and SME lending, a credit card in Finland, and embedded lending. Fortune said the completed deal would make Payward the first crypto-native firm to own a European bank.

Commentary:
The agreement puts an EU banking license into a purchase contract; deposits, lending, and SEPA for Payward clients wait on a 2027 closing and regulatory approval.
9. BNY and Citadel Securities complete a triparty repo using a tokenized two-year Treasury (Institutions)
Summary:
The Block reported on October 14 that BNY said on Tuesday it had completed a triparty repo workflow with Citadel Securities using a tokenized representation of a U.S. Treasury, which the bank called the first use of tokenized assets on a major triparty repo platform. Citadel Securities bought a two-year Treasury note through BNY on Tradeweb. BNY recorded a tokenized version on its private digital ledger and settled it within minutes rather than on the standard T+1 cycle. Citadel then posted the tokenized Treasury as collateral in an overnight triparty repo and received cash from BNY. Bloomberg reported that the firms described the trade as the first use of a digital asset inside a major triparty repo platform, and that it took place between 9:00 and 9:30 a.m. New York time. Neither account gave the note's face amount.

Commentary:
One Treasury moved from purchase to overnight financing on a private ledger; the reports do not yet show a repeatable size or a disclosed face amount.
10. Standard Chartered pushes its $2 trillion stablecoin-supply forecast from 2028 to 2030 (Stablecoins)
Summary:
The Block on October 14 cited a Wednesday report from Geoffrey Kendrick, Standard Chartered's global head of digital assets research. The bank kept a $2 trillion stablecoin-market estimate but now expects that level in 2030 rather than 2028. Supply has stayed between $300 billion and $320 billion over the past 12 months and stands at about $309 billion. Kendrick called the slowdown cyclical because crypto-market activity has been weak. Usage is still rising: raw onchain transfer value hit a monthly record of $19 trillion in May, and monthly volume has averaged just under $10 trillion so far this year, up from $4 trillion in 2025. Average monthly stablecoin velocity has doubled to about 30 times from about 15 times in 2025. USDT's monthly velocity has stayed near seven times, while USDC's rose to about 80 times from 45 times in 2025. He said the GENIUS Act is due to take effect in January 2027, and whether other countries follow it is a main risk to the forecast.
Links:
Commentary:
Supply barely grew for a year while transfers sped up, and the bank moved the doubling date back two years without changing the endpoint.
11. Elliptic: ruble stablecoin A7A5 transfers collapse after a strike on a Yandex data center (Stablecoins)
Summary:
Bitcoin.com reported on October 14 that Elliptic co-founder Tom Robinson found A7A5 transactions collapsed immediately after Ukrainian drones struck a Yandex data center in Sasovo on the night of October 7-8. A7A5 is a ruble-pegged stablecoin used to bridge into USDT and to operate around Western sanctions. At publication, Etherscan showed about 17,600 holders on Ethereum and 18 transfers in the previous 24 hours; Tron had more than 30,700 holders and 14 transfers over the same window. Before the strikes, transfers ran at about 600 a day. CoinGecko and CoinMarketCap showed a market value of about $455 million to $482 million, with daily volume from zero to about $1,500. On October 14, A7A5's Telegram channel said it expected to resume operations "soon." Users said interest had not been paid since October 9, and the company promised to make up the missed days. Robinson said the main use is swapping rubles for USDT on the issuer's own exchange, hosted on Yandex since September 2025.
Links:
Commentary:
The market value is still on the order books, but onchain transfers and the exchange path have fallen to a handful of moves a day until the hosted service comes back.
IV. DeFi, Protocols and Security
12. StarkWare opens OffMarket so Polymarket orders are not publicly tied to a main account (DeFi)
Summary:
The Block reported on October 14 that StarkWare opened OffMarket to the public after a limited release in August. Users deposit USDC into an open-source privacy pool on Starknet, then trade on Polymarket's existing order book at the same prices through a fresh Polygon address derived from their signature. Deposits are capped at $1,000 USDC per account. The service is non-custodial, with keys kept in the browser. A StarkWare spokesperson said trade size and timing can still identify a trader, and that markets, prices, and executions stay public. L2BEAT figures cited by StarkWare put the shared privacy pool at about $1.5 million across 17,000 deposits. OpenZeppelin's June audit reported no critical or high-severity findings. OffMarket is not a Polymarket product, has no formal partnership or special access, sits in Polymarket's verified builder program, and applies Polymarket's geographic limits, including the ban on U.S. users. Private orders take about a minute, and withdrawals take a few minutes.
Links:
Commentary:
What opened is a privacy front end with a $1,000 cap that does not hide the trade itself, and Polymarket can still disable the builder code.
13. Uniswap turns on a VolatilePair Hook on Ethereum mainnet, with separate buy and sell fees for ETH/USDC (DeFi)
Summary:
CryptoBriefing reported on October 14 that Uniswap switched on its VolatilePair Hook on Ethereum mainnet, starting with an ETH/USDC pool. The hook replaces a single fee with two dynamic fees, one for buys and one for sells, and recalculates both on every swap from recent price moves. Trades that correct a price gap after a large move pay a temporary surcharge, which Uniswap describes as protection for liquidity providers against arbitrage losses under a static fee. Trading in volatile pairs on Uniswap has topped $500 billion so far in 2026. The StablePair Hook, introduced in September for pairs such as USDC/USDT, reached $3.1 billion of volume in its first four weeks. Hook parameters and fee logic can be recalibrated through Uniswap governance. The report did not give the new pool's starting liquidity.
Links:
Commentary:
The fee is now a function of direction and recent price action, and there is no figure yet for how much liquidity leaves the old pools.
14. Blockaid: about $86,000 drained from UNCX's shared Ethereum vesting pool, with the attack still running when flagged (Security)
Summary:
BeInCrypto reported on October 14 that security firm Blockaid said an attacker drained about $86,000 from UNCX Network's shared token-vesting pool on Ethereum, in a single draining transaction, taking tokens other projects had locked. Blockaid's path was that the attacker opened several vesting positions, released a large position, added tokens to the pool, then canceled a topped-up position and left a tiny leftover position that could withdraw other users' tokens. The attack was still running when it was flagged. BeInCrypto said UNCX contracts hold about $179.7 million across chains, including $111.4 million on Ethereum. UNCX had not posted a public statement by publication time. Its token traded near $24.80, up 0.16% in 24 hours, with a market value near $905,000.
Links:
Commentary:
The reported loss is far smaller than the assets locked in the pool, and the shared accounting means a leftover position can reach tokens that belong to other projects until the operator says otherwise.
