Today's auto and mobility briefing for October 11, 2026, with summaries, links, and commentary.

I. Policy and markets

1. Four ministries open a consultation: innovative designs face tighter filing from 2027, and fully concealed handles and folding screens are named (Policy / China)

Summary:

On October 10, the Equipment Industry Development Center I of China's Ministry of Industry and Information Technology published a draft notice, prepared with the Ministry of Public Security, the Ministry of Ecology and Environment, and the State Administration for Market Regulation, on stronger control of innovative vehicle design and development testing. Comments are due by November 10, 2026, at qiche@miit.gov.cn. From January 1, 2027, newly declared announcement products that use innovative design must file extra technical parameters and complete a safety and environmental assessment under the innovative-design technical guide; products with inadequate testing or false materials will not be announced. Products already on the announcement must supplement their filings by July 1, 2027, and those that still pose a safety hazard after that date must stop production and be recalled. The Paper reported on October 10 that the guide bans fully concealed door handles and the use of folding or flexible displays. The testing specification requires a reliability run of at least 30,000 km and an environmental-adaptation cycle of at least one year, including a cold-hot-cold sequence described as two winters and one summer.

Commentary:

October 11 confirms a consultation, not a ban already in force; the comment window runs through November 10.

2. U.S. EV share has settled near 6% this year; Tesla's third quarter was down 2.1%, and Rivian beat delivery estimates (Market / United States)

Summary:

The Seattle Times published a Bloomberg story on October 11 saying U.S. EV demand is stabilizing after the boom and bust that followed the end of the federal purchase credit. Cox Automotive data put EV sales close to 6% of the U.S. market this year, after a peak near 11% in last year's third quarter, just before the credit expired. Dealer EV inventory fell from about a 180-day supply in early 2026 to 78 days in August, in line with combustion-vehicle stocks. Rivian delivered 19,248 vehicles in the third quarter, above the roughly 17,600 analysts expected; the report ties that to the first full quarter of the midsize R2, priced around $50,000. Tesla sold 486,532 vehicles in the quarter, down 2.1% and ahead of an analyst average near 464,000, against last year's third-quarter rush of nearly half a million. Hyundai's North America chief Randy Parker said dealers are asking for more EVs, but the company is not raising production. Ford has canceled several models and announced $19.5 billion in related charges, while its U.S. sales chief said returning Mustang Mach-E buyers are still there.

Commentary:

Six percent is this year's stable share, not a new sales peak; the Tesla and Rivian figures are third-quarter deliveries, not October 11 sales.

II. Autonomous driving

3. Tesla's AI chief names Dallas: public Cybercab rides there are "soon" (Robotaxi / United States)

Summary:

Teslarati reported on October 11 that Ashok Elluswamy, Tesla's head of AI software, wrote on X on Saturday, quoting the Robotaxi account: "Two years since the 10/10 Cybercab WeRobot event, the cabs are everywhere in Austin now. Dallas soon." It is the first time the company has named the next city for public Cybercab rides. The post gave no date, and Tesla issued no separate announcement. The Saturday post being quoted said that one month after launch the service had scaled to more than 300 Cybercabs serving Austin, an eightfold increase in 30 days. Paid public rides opened in Austin on September 4. The report compares that with the Texas registry: after 150 vehicles were added on Thursday, the registered count rose from 169 to 319. The community site RobotaxiTracker counted 275 vehicles in unsupervised service in Austin on Saturday, 105 of them Cybercabs, below the company's figure. NHTSA has opened an audit query into Tesla's self-certification that the Cybercab meets federal safety standards, and sworn answers are due October 30. Tesla reports third-quarter earnings on October 21.

Commentary:

What October 11 adds is the line "Dallas soon"; more than 300 remains the company's count of cabs in service, not a share operating without supervision.

III. Batteries and charging

4. CATL and Seres: plant-in-plant phase two is 10 to 12 GWh, and both phases together exceed 20 GWh a year (Battery / China)

Summary:

CnEVPost reported on October 11, citing a CATL statement, that CATL and Seres signed a long-term strategic agreement in Chongqing on October 10 and that Aito will keep using CATL batteries across the lineup. Aito has used CATL batteries in every model since the brand began, and cumulative deliveries have passed 1.2 million vehicles. The companies will speed construction of phase two of the plant-in-plant project inside the Seres factory, with planned annual capacity of 10 to 12 GWh; once phase two is finished, combined annual capacity of both phases will exceed 20 GWh. On June 30, 2025, CATL started two CTP 2.0 pack lines at the plant, its first production base in Chongqing and its first use of the plant-in-plant model. The agreement also covers supercharging and services across the battery life cycle, plus joint work in Europe, the Middle East, and Central Asia. The announcement did not state the contract term, when phase two would start production, or which models the overseas work covers.

Commentary:

More than 20 GWh is planned capacity after both phases are complete, not output already built.

5. Nio: Guangdong reaches 500 swap stations, with more than 17 million swaps in the province (Charging / China)

Summary:

CnEVPost reported on October 11 that Nio said on Weibo on Sunday that Guangzhou, Shenzhen, Huizhou, Dongguan, Foshan, and Zhuhai each opened one fifth-generation swap station that day, taking Guangdong to 500 swap stations and more than 17 million cumulative swaps in the province. Nio said Guangdong accounts for about 13% of its cumulative swaps nationwide, and that sales in the province rose 76.3% year on year in the first eight months of this year. For comparison, company-wide deliveries from January through August were 262,893 vehicles, up 57.92%. The report says Guangdong had 428 swap stations in April 2025, when county-level coverage was completed, and has added 72 since. Nio has deployed 101 swap stations along Guangdong highways, with more than 3 million swaps. As of October 11, Nio had 9,584 charging and swap stations in China, including 4,176 swap stations, of which 1,073 were on highways; the highway swap network covers 9 north-south routes, 11 east-west routes, and 16 urban clusters, connecting more than 550 cities.

Commentary:

Five hundred is the Guangdong swap-station count; 9,584 is the national charging-and-swap total for the day.

6. EV Realty takes an Ontario site for truck charging; ports-to-Inland-Empire simultaneous capacity would be 27 MW once it is online (Charging / United States)

Summary:

Electrek reported on October 11 that EV Realty acquired a site in Southern California's Inland Empire this week for its next electric semi-truck charging hub, at 2151 E. Philadelphia Street in Ontario. The property is near State Route 60 and Interstate 15, positioned for fleets serving the Ports of Los Angeles and Long Beach and intermodal yards in Los Angeles and San Bernardino, about three miles from Ontario International Airport. Chief executive Patrick Sullivan said that when the site comes online, EV Realty will have 27 MW of simultaneous truck-charging capacity between the ports and the Inland Empire; 27 MW is the combined figure for that corridor, not a power rating the story gives for this address alone. The company expects construction to begin early next year, with chargers online before 2028. The report does not give this site's stall count, power per stall, or investment.

Links:

Commentary:

October 11 locked in the land and the timetable; the chargers are planned to come online before 2028.

IV. New models ahead of the Paris Motor Show

7. Citroen 2CV Concept: 3.76 meters long, built in Europe, aimed at about 15,000 euros, and due in the range by 2028 (New model / Europe)

Summary:

Citroen issued a release from Poissy on October 11 unveiling an electric 2CV Concept for the 2026 Paris Motor Show. The concept is 3.76 meters long, shorter than the original 2CV, and sits between the Ami and the C3, aligned with Europe's forthcoming E-Car rules for small electric cars. The production direction in the release is a car built in Europe, with a target starting price of about 15,000 euros, joining the range by 2028. The weight target is about one tonne, so the battery can be smaller and cheaper. The release describes a concept that shows the direction of a model to be unveiled within two years, not a car that can be ordered today. The Paris Motor Show opens on October 12, and this unveil came the day before.

Commentary:

The 15,000 euros and the one-tonne weight are targets; the release gives no range, battery size, or order date.

8. Peugeot RCZ Vision: a 1,000-volt solid-state concept with 500 hp, up to 600 km, and a 10-to-80 percent charge in 10 minutes (Battery / Europe)

Summary:

Peugeot's October 11 release presents the RCZ Vision as a brand manifesto, not a confirmed production coupe. The car uses an architecture based on STLA One and a 110 mm solid-state battery developed with Factorial Energy on a 1,000-volt system. The stated figures are 500 hp, up to 600 km of range, and a rise from 10% to 80% state of charge in 10 minutes. The target combined WLTP consumption is 11.5 kWh/100 km, and the release says that consumption figure is still to be confirmed. The cabin previews a next-generation i-Cockpit and the Hypersquare control, with steer-by-wire and brake-by-wire; the same production Hypersquare is described as the one that will appear on the next E-208. The concept also shows a Level 2++ hands-free function available on demand. The release does not give a production date for the RCZ itself.

Links:

Commentary:

Ten minutes and 600 km are concept figures; the solid-state pack is not yet a battery in a Peugeot on sale.

9. Volkswagen ID. Tiguan: European pre-sales open October 13 from 42,695 euros, and the 77 kWh pack peaks at 165 kW (New model / Europe)

Summary:

Volkswagen Newsroom announced the world premiere of the ID. Tiguan on October 9. It succeeds the ID.4 and ID.5, will be sold alongside the gasoline, diesel, and hybrid Tiguan built in Wolfsburg, and the electric version will be built in Emden, with market launch at the beginning of 2027. Pre-sales in Germany and many other European countries start on October 13 from 42,695 euros. Volkswagen says MEB+ gives a range of up to 600 km. EVXL reported on October 11, citing Volkswagen's Dutch release, that the 58 kWh battery peaks at 105 kW DC and needs about 26 minutes from 10% to 80%, while the 77 kWh pack peaks at 165 kW and needs about 29 minutes for the same window. The Dutch range split is 455 km WLTP for the 58 kWh car and 605 km WLTP for the 77 kWh rear-wheel-drive version. Volkswagen of America says the ID. Tiguan is planned to succeed the ID.4, but it has not given a U.S. price or timing; ID.4 assembly in Chattanooga, Tennessee, stopped in mid-April.

Links:

Commentary:

The car is not on sale on October 11; European pre-sales start on the 13th, and the U.S. price is still unstated.

10. Geely launches the Zhanjian 700, its first electrified off-road flagship, with a 1,700 km combined range and deliveries by the end of 2026 (New model / China)

Summary:

A Geely Auto Group release distributed by GlobeNewswire on October 11 said the group launched its first electrified off-road SUV that day. The China-market name is Zhanjian 700, and it is the first production model on the GTA architecture built for electrified off-road vehicles. Company figures for the EM-T hybrid are peak output of up to 1,129 PS, wheel torque of 13,920 N·m, and a combined range of 1,700 km. The body uses an integrated frame and a high-strength occupant cage, with a concealed rollover structure of 10.6 meters and roof-crush strength of 161 kN. Pre-sales in China have begun, and deliveries are expected by the end of 2026. An overseas launch is planned, but the release names no market and gives no price. This release is separate from the October 10 limited-time price for the Geely Galaxy Cruiser 700.

Links:

Commentary:

The 1,129 PS and 1,700 km figures are the company's release numbers; price and overseas timing are not in it.
