Auto and mobility highlights compiled for Sep 23, 2026, with summaries, links, and commentary.

I. Markets & Policy

1. CPCA: China passenger NEV retail 596,000 in Sept 1–20, down 9% YoY; penetration 67.9% (Market / China)

Summary:

CPCA data released September 23 show passenger NEV retail sales of 596,000 units from September 1–20, down 9% year on year but up 14% from the same period in August; year-to-date retail reached 7.27 million, down 12% YoY. Wholesale NEV volumes were 740,000 over the same window (+8% YoY, +25% vs. August’s comparable period), with YTD wholesale at about 10.518 million (+9% YoY). NEV retail and wholesale penetration hit 67.9% and 73.9%, respectively. Broader passenger-car retail was 878,000 (−22% YoY). Pure-ICE light-vehicle output in the first three weeks of September was about 330,000 (−52% YoY). CPCA said this year’s “Golden September” has become a zero-sum fight with gains concentrated in NEVs, and expects September NEV retail up about 10.5% month on month with share around 65.7%.

Commentary:

Even with a tough YoY base, near-70% penetration and a halved ICE output show “Golden September” is now an NEV-only feast.

2. Reuters: Middle East oil shock recharges EVs—U.S. slumps while Europe and “rest of world” surge (Market / Global)

Summary:

A Reuters analysis published September 23 argues the Iran-war oil shock is reigniting EV demand via high gasoline and diesel prices. Benchmark Mineral Intelligence puts global NEV sales growth at only about 4% YoY for January–August, masking sharp regional splits: U.S. sales fell about 33% YoY in August and about 21% YTD after federal subsidies ended; China NEV sales were down about 12% over the same span, but against a weaker overall car market, with NEV penetration hitting about 65% in August. Europe jumped about 36% YoY in August (about +29% YTD), while EV sales outside the big three markets roughly doubled. Wood Mackenzie says BEVs have already reached TCO parity with ICE in China and models an “electric shock” high-oil scenario in which a structural shift could arrive faster if conflicts persist.

Commentary:

After subsidy cliffs, pump prices are the second engine of electrification—leaving the U.S. lagging while Europe and emerging markets get pulled along.

II. Autonomous Driving & Mobility

3. Waymo opens fully driverless freeway rides in Austin via Uber after 1M+ autonomous freeway miles elsewhere (AV)

Summary:

CBS Austin and others reported on September 23 that Waymo has begun offering fully autonomous freeway trips in Austin. Riders booking through Uber may now be routed onto freeways on select trips, with a gradual rollout to more users. Driverless rides via Uber have operated in Austin since March 2025, but were previously limited mainly to surface streets; Waymo said the launch follows months of freeway testing, including employee rides and specialist-supervised trips. The company already offers autonomous freeway service in Phoenix, San Francisco, Los Angeles and Miami, and said it has logged more than 1 million fully autonomous freeway miles with riders in those cities.

Links:

Commentary:

After urban streets, freeway competence is the next gate for “full-scenario” robotaxi service.

4. Waymo’s Asia map: Singapore commercial target 2028; Tokyo driverless taxis eyed for 2027 (Mobility / Asia-Pacific)

Summary:

Nikkei Asia reported on September 23 that Waymo plans Singapore as its first Southeast Asian market, aiming for robotaxi service in 2028. Singapore’s LTA earlier confirmed Waymo as a new AV operator, with vehicles expected in coming months, manual mapping in 2027, and commercial ride-hailing targeted for 2028. Coverage the same day also noted Waymo’s plan with Japan’s GO app and Nihon Kotsu for a fully driverless taxi service in Tokyo in 2027 (subject to approvals), starting small and expanding toward roughly 100 vehicles bookable via GO and Waymo apps. Singapore’s market already includes Grab and ComfortDelGro expanding local AV trials.

Commentary:

After proving cities and freeways in the U.S., Waymo is filtering Asia entries by regulator-friendly metros.

5. Tesla says Cybercab drive units roll off the line about every 10 seconds as Austin robotaxi ramps (AV / Tesla)

Summary:

Tesla North and others on September 23 cited a September 22 Tesla recruiting post claiming Cybercab is “the most efficient EV ever certified & built,” with drive units produced about every 10 seconds. The two-seat robotaxi is built at Giga Texas without a steering wheel or pedals and began carrying passengers in Austin in June 2026; reporting notes a growing street fleet and that the Robotaxi app now lets local users hail Cybercabs. Tesla also highlights a rare-earth-free motor and unboxed manufacturing. At that cadence, a single line could theoretically produce on the order of ~8,640 drive units per full day (a takt estimate, not an official output guide).

Commentary:

The robotaxi story is shifting from “can it drive?” to “can the factory feed the fleet?”

III. Batteries & Charging

6. GM begins delivering EVs whose cells use fully recycled cathode active material (Battery / United States)

Summary:

Just Auto reported on September 23 that General Motors has begun delivering EVs built with battery cells whose cathode active material (CAM) is made entirely from recycled nickel, cobalt and manganese. The closed-loop trial with Cirba Solutions routed retired GM packs to an Ohio plant for black-mass recovery, then processed CAM that met virgin-material performance benchmarks. Ultium Cells (GM–LG Energy Solution JV) produced the cells; GM assembled modules and packs at Factory Zero and Spring Hill before customer delivery. GM cited industry estimates that nearly 14 million EV batteries worldwide could reach end of life by 2040, calling the pilot proof that battery value can extend beyond first life.

Commentary:

Closed-loop recycling is moving from lab demos into cars that customers can actually take home.

7. Geely unveils fifth-gen Smart Charging at up to ~2,250 kW; claims 10%–70% in ~4 min 30 sec (Charging)

Summary:

Geely Auto Group on September 23 introduced Geely Smart Charging and a fifth-generation station peaking at about 2,250 kW, powered by the Xingrui PowerMind energy AI co-developed with StepFun. The system aims to predict cell temperatures about 30 seconds ahead and keep average charge temperature below ~55°C (peak below ~65°C). Geely said real-world tests on batteries used in the Lynk & Co 10 and Zeekr 001 charged 10%–70% in 4 minutes 30 seconds and 10%–97% in 8 minutes 40 seconds; a next-gen ultra-short blade battery raises peak charge rate to about 6C. The Next Web noted that under Europe’s AFIR, a core-network charging pool must provide about 600 kW total by 2027—far below one Geely connector’s peak.

Commentary:

The megawatt race is no longer just peak kW—AI thermal control and battery health have to hold up together.

8. BYD’s 2,000th highway flash-charging station due Sept 24—about 3 months early, covering nearly one-third of expressway service areas (Charging / China)

Summary:

BYD announced on September 23 that its 2,000th highway flash-charging station will open September 24 at the Baoying service area in Yangzhou, Jiangsu—about three months ahead of the year-end target set on March 5, ahead of Mid-Autumn and National Day travel. The highway network now covers nearly one-third of China’s expressway service areas, with average spacing just over 100 km. The broader goal remains 20,000 stations; as of August 28 BYD had 10,000 in China, with remaining work shifting to cities. Second-gen flash chargers peak at about 1,500 kW per connector; paired with Blade Battery 2.0 they claim ~5 minutes for 10%–70% and ~9 minutes for 10%–97% at normal temperatures. By end-August the network had delivered about 210 million kWh and served more than 1.83 million users, nearly one-third from other brands. First UK sites are live, with about 300 planned this year.

Commentary:

Holiday-ahead buildouts are less PR than logistics—moving range anxiety from the car to network density.

IV. Automakers, Products & Overseas

9. Denza Z9S launches from 255,800 yuan with claimed 1,100 km CLTC flagship range (New model / China)

Summary:

BYD’s premium brand Denza officially launched the all-electric Z9S sedan on September 23 in three trims at 255,800, 275,800 and 325,800 yuan—64,000, 74,000 and 64,000 yuan below pre-sale prices. The two single-motor RWD variants (~370 kW) offer 920 km and 1,100 km CLTC range; the e3 tri-motor performance trim delivers about 890 kW combined, 780 km CLTC and 0–100 km/h in as little as 2.68 seconds. All use second-generation Blade Battery and flash charging, claiming 10%–70% in about 5 minutes and 10%–97% in about 9 minutes. Dimensions are about 5,090 mm long with a 3,025 mm wheelbase; rear-wheel steering, DiSus-A and God’s Eye 5.0 are standard themes. Denza says the 1,100 km figure sets a new mass-production BEV range record, competing with Xiaomi SU7 and Xpeng P7.

Commentary:

A steep pre-sale cut buys a ticket into the luxury sedan fight—where ultra-long range plus flash charging must convert into orders.

10. BYD Thailand plant tops 100,000 vehicles in ~26 months; ~95% Thai workforce (Overseas / Southeast Asia)

Summary:

BYD announced on September 23 that its Rayong, Thailand plant produced its 100,000th NEV on September 21—about 26 months after July 2024 start-up. The milestone unit was an Atto 3 (Yuan Plus in China), BYD’s first model introduced locally. Designed capacity is about 150,000 vehicles a year; Thai nationals are about 95% of the workforce and roughly 50% of procurement is local, with five models holding Made in Thailand certification and more than 5,000 jobs created. Local models include Dolphin, Atto 3 and several Seal/Sealion DM-i variants. Thailand is BYD’s most important Asia-Pacific market, with cumulative deliveries (including imports) above 130,000 by July. The plant also exports; its first Europe shipment in August 2025 sent more than 900 Dolphins to the UK, Germany and Belgium.

Links:

Commentary:

The higher the tariff walls rise, the more Southeast Asian plants look like a second supply-chain passport.

11. Nio ES9 hits 30,000 deliveries in 119 days; latest 10,000 took 46 days (Sales / China)

Summary:

Nio founder William Li announced on September 23 that flagship SUV ES9 cumulative deliveries reached 30,000 units in 119 days since May 28; he handed over the 30,000th vehicle in Suzhou. Prior milestones were 10,000 on June 26 and 20,000 on August 8, so the latest 10,000 took 46 days. CnEVPost data put cumulative deliveries at 24,497 through August, implying about 5,503 so far in September; August ES9 deliveries were 6,479, about 30.6% of main-brand volume that month. ES9 deliveries also began in Macau on September 2.

Commentary:

A premium SUV running near “10k-per-month” pace shows battery-swap flagships can still defend the profit-pool entrance in a price war.

12. Buick refreshes Electra E7 in China only ~5 months after launch: from 147,900 yuan with incentives; mid trim gains turbo + ADAS (Product / China)

Summary:

GM’s Buick launched a refreshed Electra E7 plug-in hybrid SUV in China on September 23, just five months after the April 22 debut. Official guide prices remain 159,900–199,900 yuan; limited-time trade-in prices run about 147,900–187,900 yuan, with about 50,000 yuan in extras for orders before October 8. The refresh upgrades the mid trim from a 1.5L naturally aspirated engine to a 1.5T so buyers need not choose between power and advanced ADAS. Two Zhenlong PHEV systems offer about 280 kW and 237 kW combined, a 32.6 kWh pack, ~230/235 km CLTC electric range and ~1,600/1,630 km combined range. Pro/Turbo add LiDAR and Momenta R6 for urban/highway NAV-assisted driving. The 30,000th unit rolled off on September 16; August retail was about 4,863.

Links:

Commentary:

“Refresh in five months” is becoming normal for JV NEVs—China’s product clock no longer runs on annual cycles.
