I. Regulation and Policy
1. The Federal Register publishes the OCC's final GENIUS Act rule, effective January 18, 2027 (Regulation)
Summary:
The Office of the Comptroller of the Currency's final rule implementing the GENIUS Act appeared in the Federal Register on October 23, 2026, as document 2026-21706, with an effective date of January 18, 2027, the same day as the statute. The OCC said it received about 328 comments. The rule removes the proposed rebuttable presumption that would have treated certain interest or yield payments through affiliates and related third parties as violations, and says the statutory text will be applied to the facts of each arrangement. The OCC is not publishing a list of permitted or prohibited reward programs, is not treating rewards that predate the GENIUS Act as compliant, and is not adding a de minimis exemption. For the two-business-day redemption standard, a business day is any day other than a Saturday, Sunday, or federal holiday. Bank Secrecy Act, anti-money-laundering, and sanctions requirements are left to a separate rulemaking with the Treasury Department. Reserve-asset provisions are more flexible than the proposal while keeping liquidity, diversification, and concentration requirements. The OCC said it will announce separately when it begins accepting issuer applications.

Commentary:
The rule now has a publication date and an effective date, and exchange or issuer reward programs still face case-by-case review without a listed safe harbor.
2. SEC examination priorities for fiscal 2027 name tokenization at clearing agencies (Regulation)
Summary:
The U.S. Securities and Exchange Commission published the Division of Examinations' fiscal 2027 priorities on October 23, 2026, covering more than 34,000 registrants. The press release lists "risks associated with evolving market infrastructure, including Treasury clearing reforms, tokenization, and related developments." Unchained, citing the priorities document, says clearing-agency exams will focus on high-risk areas including default risk management, recovery and wind-down, securities lending, operations, and tokenization, and that Regulation SCI exams will focus on emerging trends including super intelligence, tokenization of securities, extended trading hours, and quantum computing. The document does not use the words crypto, digital asset, blockchain, or stablecoin, and it says that as a staff statement it has no legal force. The fiscal 2025 edition still had a standalone crypto-assets section; the 2026 and 2027 editions do not. Unchained's article was published at 01:35 UTC on October 24, 2026.

Commentary:
The document adds a risk label to clearing-agency and market-systems exams, and it does not create an offering exemption or a ban.
3. An Argentine federal judge dismisses the criminal inquiry into Milei and the LIBRA token (Litigation)
Summary:
Al Jazeera reported on October 24, 2026, that federal judge Marcelo Martínez de Giorgi issued a ruling on Friday ending the criminal investigation of President Javier Milei and his sister Karina Milei over the collapse of the LIBRA token. The ruling says the reported events do not constitute a criminal offence, and that investor losses and the rise and fall in price were not enough to establish fraud. The judge wrote that Milei's office could have given his post greater impact, and that this does not itself amount to a fraudulent scheme. Milei recommended the memecoin on X in February 2025, later deleted the post, and denied any link. The Rio Times dates the ruling to October 23, 2026, describes it as about 60 pages, and says it dismisses 11 people under article 336, subsection 3, of the criminal procedure code, at the request of prosecutor Eduardo Taiano, including U.S. businessman Hayden Davis, who described himself as a launch adviser. Complaints say the token rose from about $0.01 to nearly $5 before crashing, that a few wallets took out about $100 million, and that more than 40,000 buyers lost money. Al Jazeera says Davis has acknowledged holding close to $100 million after the crash and denies wrongdoing. A post from the presidential office said the inquiry proved the president's innocence. The dismissal can be appealed and was not tested at trial.

Commentary:
The criminal file is closed in this court for now, an appeal is still available, and civil claims and the on-chain destination of funds sit outside this dismissal.
II. Markets and Major Assets
4. Bitcoin slips below $80,000 on Saturday as Middle East staffing moves and oil lift the risk premium (Market)
Summary:
CoinDesk reported Saturday that bitcoin was down 2.2% over 24 hours to $79,700, its weakest level in more than a month, with ether, XRP, and Solana down 3% to 4%. Citing The Wall Street Journal, it said the United States was evacuating personnel from embassies and military bases across the Middle East after intelligence that Iran was preparing attacks on Americans. A Friday memo from Director of National Intelligence Jay Clayton to Secretary of State Marco Rubio said Iran had substantially increased efforts to target U.S. personnel and that lethal plotting against U.S. citizens had reached advanced stages in the Middle East and certain other countries. Axios dates that memo to October 23 and says the State Department on Friday also reduced staffing at embassies in the United Arab Emirates, Lebanon, Qatar, and Jordan, after an earlier ordered departure of non-emergency staff from Saudi Arabia. At a Florida rally on Friday, President Trump said there might be another "Epic Fury" after the midterms. BeInCrypto's story, timestamped 11:47 a.m. Eastern, put bitcoin at $79,464, down 2.48% over 24 hours and the lowest since September 18, and said Brent crude settled Friday at $116.72 a barrel. CME FedWatch showed about a 90% chance the Federal Reserve holds the 3.75%–4.00% range at its October 27–28 meeting and about a 10% chance of a hike to 4.00%–4.25%. September PCE is due October 29.

Commentary:
The break of the round number came after U.S. spot ETFs had closed, so the print reflects oil, rate odds, and the staffing drawdown rather than a fresh creation or redemption.
5. More than $200 million is liquidated in an hour, and $837 million over 24 hours, with longs taking most of it (Market)
Summary:
BeInCrypto reported Saturday that more than $200 million in crypto positions were liquidated in the hour bitcoin slipped below $80,000, and that long positions accounted for $191.33 million of that hour. CoinGlass data in the story put 24-hour liquidations at $837.12 million across 227,681 traders. Longs were 82.8% of that total, or $693.05 million, and shorts lost $144.07 million. Bitcoin led with $232.55 million and Ethereum followed with $181.51 million, with longs above 93% of each. The largest single liquidation was an $11.85 million ETHUSDT long on Binance. At press time the total crypto market cap was $2.72 trillion, down 4.06% over 24 hours. Ethereum was down 4.71% at $2,288.73, about a two-month low; Solana was down 5.20% at $98.92; Zcash fell the most in the top 10, down 8.39% to $1,124.36. BeInCrypto said Glassnode estimates put the average price paid by companies holding bitcoin on their balance sheets at $80,000, so the spot price is now under that line. The story flagged $77,876 as the next downside reference.

Commentary:
Longs absorbed almost all of that hour's forced selling, which is existing leverage meeting $80,000 rather than a short-led squeeze.
6. Spot ether ETFs head for a fourth straight week of outflows as the Coinbase premium hits a June low (Institutional)
Summary:
FXStreet reported at 11:03 GMT on October 24, 2026, that U.S. spot ether ETFs are on track for a fourth consecutive week of net outflows after another $110.5 million left on Thursday, with only two inflow days in the last 18 sessions and those totaling less than $40 million. The story's ether price was $2,370, after a move below $2,400 on Friday. CryptoQuant's Coinbase Premium Index was -0.137, the lowest since June, when ether's cycle low was near $1,500; a negative reading means Coinbase traded below Binance. Exchange reserves rose by 402,000 ETH from September 25 to October 20, fell by 170,000 ETH over the following two days, and ticked up again on Friday. Realized price was about $2,311. FXStreet, citing CoinGlass for its own window, put 24-hour liquidations at $60.5 million, of which longs were $50.1 million. A later BeInCrypto print the same day had ether at $2,288.73. Yahoo Finance separately said SoSoValue showed U.S. spot bitcoin ETFs losing more than $635 million on Thursday and another $137.94 million on Friday, with bitcoin near $80,500 when that story was written and down more than 8% year to date.

- Yahoo Finance — bitcoin ETFs see a $635 million outflow as BTC returns to September levels
Commentary:
Thursday's and Friday's redemptions are already on the tape, Saturday's spot drop landed while U.S. ETFs could not take new orders, and the weak U.S. venue premium is the demand signal still open.
III. DeFi and Stablecoins
7. Circle Gateway adds cirBTC and EURC, targeting cross-chain access in under 500 milliseconds after finality (Stablecoin)
Summary:
Circle said on its website on October 23, 2026, that Gateway now supports Circle Wrapped Bitcoin, cirBTC, and the euro stablecoin EURC alongside USDC. Each asset has its own unified balance, and Circle's target is cross-chain access in under 500 milliseconds after a deposit is finalized, with an explicit note that times and fees are not guaranteed. cirBTC is supported on Arc and Ethereum. EURC is supported on Arc, Avalanche, Base, Ethereum, Solana, and World Chain. Circle said it can mint natively on destination chains because it issues both assets, without relying on a third party's inventory. Gateway had processed more than $10 billion in volume as of October 23, a figure Circle attributes to internal data. Gateway fees for cirBTC and EURC are waived on Arc at launch and are 1 basis point off Arc, while USDC stays at 0.5 basis point. Nanopayments powered by Gateway now cover both assets on the networks where Gateway supports them: payments are aggregated off chain and settled on chain in batches, so individual payments do not add a separate gas charge, while the batch still does. Gateway is provided by Circle Technology Services, which describes it as non-custodial software that has not been reviewed or approved by the New York Department of Financial Services or any other regulator.

Commentary:
The unified balance cuts the inventory a user has to pre-position on each chain, and minting and redemption stay inside Circle's own issuance and custody setup.
8. LlamaRisk recommends Aave V4 cap and rate changes, and the post is not an executed update (DeFi)
Summary:
LlamaRisk posted a risk-steward recommendation on the Aave governance forum at 21:25 UTC on October 23, 2026, covering caps and interest-rate models on Aave V4. The post is a recommendation, not an on-chain parameter change. On Ethereum it would raise slope1 for USDC and USDT on the Plus Hub from 4.60% to 4.70%. Those markets had about $3.00 million and $3.03 million supplied, at 89.2% and 91.7% utilization. At current utilization the change would lift supply APY by about 0.07 and 0.08 percentage points, and borrow rates would move from 4.46% to 4.55% for USDC and from 4.58% to 4.68% for USDT. The USDT add cap on the Prime Hub Bluechip spoke would rise from 13.125 million to 20 million, and the draw cap from 15.625 million to 18.4 million. Draw caps for USDG on two Pendle spokes would fall from 4 million and 15 million to zero. On Avalanche, the WAVAX add cap on the Core Hub main spoke would rise from 1 million to 2 million. Optimal usage, the base rate, and slope2 would stay unchanged.
Links:
Commentary:
The rate slope moves by 10 basis points, and the binding change in the note is the proposal to set two Pendle USDG draw caps to zero.
9. Celo lists six Ripio Latin American fiat stablecoins, without published reserve or redemption terms (Stablecoin)
Summary:
CoinTrust reported on October 24, 2026, that Celo has integrated six wFIAT stablecoins from Latin American firm Ripio: Argentine peso wARS, Brazilian real wBRL, Mexican peso wMXN, Colombian peso wCOP, Chilean peso wCLP, and Peruvian sol wPEN. Celo's account posted on October 23 that all six were live on Celo and pointed to cross-border payments and on-chain foreign exchange with Textile Protocol. CoinTrust says the announcement did not give reserve arrangements, redemption terms, volumes, or available liquidity for each token, and did not list pairs, fees, or settlement times. The report treats the launch as network availability and says that availability on its own does not show commercial adoption.
Links:
Commentary:
The six local-currency tickers can now be cited on Celo, and reserves, redemption, and liquidity still need a separate issuer disclosure.
IV. Institutions and Financing
10. TeraWulf amends its Morgan Stanley revolver, lifting commitments from $250 million to about $400 million (Institutional)
Summary:
TeraWulf's Form 8-K filed with the U.S. Securities and Exchange Commission says the company entered Amendment No. 1 on October 23, 2026, to its revolving credit agreement dated May 7, 2026. TeraWulf is the borrower, certain subsidiaries are guarantors, and Morgan Stanley Senior Funding, Inc. is administrative agent and collateral agent. The amendment raises total commitments under the senior secured revolving facility from $250 million to approximately $400 million on the effective date, adds an uncommitted accordion of approximately $150 million more if additional lenders commit and other conditions are met, and eliminates the previous $150 million letter-of-credit sublimit. It also provides for release of collateral when conditions in the amendment are met. The company said the full amended agreement will be filed with the Form 10-Q for the quarter ending September 30, 2026, so this 8-K discloses the commitment change. The accession number is 0001628280-26-067100.

Commentary:
The filing changes the size of the bank commitment and the letter-of-credit sublimit, and it does not disclose drawn balances or hashrate.
